Kathmandu: The Secondary Education Examination (SEE) will be conducted by the National Examination Board under the Central (Union) Government as usual, contrary to the spirit of the constitution. The Ministry of Education had sent a proposal to the Council of Ministers with four options to run SEE from schools, local level, state and center.

The cabinet meeting has decided that the board will conduct the examination and publish the results from the center as usual. Spokesperson of the government and Minister for Communications and Information Technology Parbat Gurung said that the board has decided to make necessary arrangements for SEE operation, management, publication and verification of the results as usual.The constitution gives local governments the right to operate up to secondary education. The SEE has also been placed under the jurisdiction of the three-tier government. The education policy also states that class 10 examinations should be conducted at the state level. Educationists have suggested that the test be conducted at the state or local level. The federal government has not agreed to give the right to education at the state and local level as per the constitution. Due to the Corona epidemic, the results were made public on the basis of the last examination conducted by the school. The Council of Ministers had approved to publish the results based on the internal evaluation of the school.The Council of Ministers has given approval to conduct this year’s examination as before (2075). The Board will inform about the date of the examination after the conclusion of the academic session. The Board’s Examination Control Office, Class 10, had opened the examination application form only on December 3 due to confusion over the operation of SEE. Earlier, the deadline for filling up the prescribed form has been extended till February 20.As in the past, the ministry had proposed the option of taking the exam at the center, at the state level, at the local level like in class 8 and at SEE from the school like in class 9 and 11. The school has decided to conduct class 11 examination from this year. The board has decided to take the class 10 examination. The board has also been taking class 12 exams. Officials of the Ministry of Education claim that there is a legal complication in getting SEE as the Education Act has not been drafted as per the new constitution and federal structure.

The Ministry of Education had also sent a proposal to the Council of Ministers to decide on the transfer of students to schools. Currently, students can apply for the exam only from the school where they have studied. The ministry has made the proposal with the assumption that the student may be away from the school due to Corona. There is no provision in the education regulations to change schools in class 10. Parents, employees can be transferred, relocated or married only if the school can be changed. Spokesperson of the Ministry of Education, Deepak Sharma, said that arrangements are being made to transfer the students to schools that are comfortable during the epidemic.A proposal was also sent to the Council of Ministers to extend the academic session till May. The education regulations stipulate that the academic session will start in April and end in mid-April. Minister Gurung also said that it has been decided to approve the ninth amendment of the education regulations for the transfer of students in the academic session, annual examination, all levels and classes of school education. Sharma said that it has been proposed to extend the current academic session till the end of May by cutting the winter and kharif holidays of the upcoming academic session.Even before the Corona epidemic, there was controversy over who would run the SEE union or the state. Due to the risk of corona infection, it was decided to do the SEE 2076 based on internal evaluation. In 2075 BS, only the management of the examination was given to the state government. While conducting the examination in Chait from the center, the examination application form was filled to the students within August / September. Preparation work including printing of question papers was done from November. This time, the Examination Control Office is collecting the application forms.

Due to the Corona epidemic, the current academic session has been affected since last April. In the meantime, the medium of instruction was used for some time and the school has been open only since November. The number of candidates is confirmed only after receiving the examination application form. Accordingly, the board has stated that question papers, answer books and other examinations will be prepared.
